Are you referring to the shortcut for *Internet* Explorer or (Windows)
Explorer?

Is the shortcut to *Internet* Explorer missing from your Start menu?

Is *Internet* Explorer listed or available in Start | Default Programs?

Have you installed another browser (e.g., Firefox or <god forbid> Safari)?

Are you running Vista SP1? <=ONLY a question!

What changes may you have made to the machine before you restarted it?

What anti-virus application or security suite is installed?  What
anti-spyware applications (other than Defender)?  What third-party firewall
(if any)?
