IE 7 ShortCut does not work

Using XP/IE7 and File > Send > Short Cut to Desktop. Click on this Desktop
Short Cut just created, it does not work. Nothing happens.
Help please and.....

Does not work = When I click on the shortcut, IE7 page does not open. Nothing
happens when I click on the shortcut.

Do you have another browser installed (e.g., Firefox)?  Is IE the default
Browser in Set Program Access and Defaults?

Do the instructions on this page http://www.oehelp.com/ielnk.aspx resolve
the behavior (ignore any references to OE)?

Depending on how you might have answered my questions, I might have pointed
you to

File > Send? Where are you clicking on File?

What about Start | All Programs. Right click on Internet Explorer and Send
To | Desktop (create shortcut).

If that does not resolve it, see this.
