IE7 - clicking on link opens another instance of the program and not just a new tab

I'm using IE7 (7.0.6001.18000) under Vista Home Premium SP1.

I open IE7 and then click on a link (on my Links toolbar).  Instead of IE7
using the tab from the already opened instance of IE7, another instance of
IE7 opens and I see my link in that new instance of IE7.

This doesn't seem right to me .... is this the way it is?  Thansk, DH

I tried a few more times, same thing happened.

I tried it yet again, and now IE7 reacts how I expect it to.

Is this a known glitch?  Thanks, DH

Hi,
If the original page (homepage?) and the new page are in different security
zones (Trusted sites vs Internet zone) IE7 on Vista will open a new window.
Is your homepage (or the new page) in Trusted sites? (Internet Options>
Security)
