Each time IE7 closes, the "Width" key from
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\LinksExplorer
is incremented by +1.
It is a bug.
This key controls the width of the Favorite Center.
Please fix. It's annoying to have to resize the width of "Favorite Center"
because of this bug.
Thanks.

How come my copy of IE 7 doesn't have this 'bug'?

It does have this bug, like all IE7.
The increment is small so you may not see a difference (different width of
Favorite Center).
You can verify for yourself.
Open regedit, go to HKEY_CURRENT_USER\Software\Microsoft\Internet
Explorer\LinksExplorer
Look at the value of "Width" key. Keep regedit open.
Now open IE7 and then just close it.
Refresh "regedit" (F5).
The value of "Width" key has incremented by +1 decimal.
BUG.

Mine doesn't.  It stays set to 0x00000118 (280).

Frank, interesting.
I've seen this bug on every IE7 installation i tested.
My own current build is affected, version 7.0.5730.11.
Can you tell what version is your IE7?
Thank you.

Machine with 5730.11 (SP2) has LinksExplorer key but no width value.
Machine with 5730.13 (SP3) has no LinksExplorer key.

Vista machine without SP1 is the one I checked before, 0x00000118.
My machine with Vista SP1 is down with a hardware problem.

Ok, i know why you don't see the bug:
You need to have the Favorites Center permanently pinned on the left side
for the bug to show up.
From then on, each time you close IE7, this "width" will increase little by
little.
Please let me know if you experience the bug too.

Yep, if it's docked I see it.
It will never bother me.

I think OP left out a critical assumption:   Docked = 1

FWIW I rarely pin the Favorites Center and never close IE
with it pinned.

So the test procedure is:
1.    use RegEdit to check the starting value
2.    open IE.
3.    press  Ctrl-Shift-I  (if necessary)
4.    press F5 in RegEdit.

Anyway when it's pinned I would probably be just as happy
dragging it bigger...   <eg>

FYI
