Windows XP?
Have you tried a reset of modem and router?
What third-party security suite, antivirus or firewall are you running?
If you turn on the Windows Firewall from Control Panel> Windows Firewall and
disable any third-party firewall, security suite, other security programs,
does the problem go away?

Does the machine connect via a router?
[OE doesn't use the same Ports as IE and FF do.]

More information.... XP SP2, using Symantec Antivirus and Symantec Firewall,
hardwired through a router to cable modem.
I have tried going straight to cable modem bypassing the router - same
behavior.
I have completely disabled the Symantec firewall - I have enabled the
Windows firewall - I have disabled both - same behavior......
I have discovered that everything works perfectly immediatley after
rebooting the PC. I can connect to all websites with no problems. However,
after 3-5 minutes of surfing, the problems returns. (mail, ftp. ping still
work).
The same behavior occurs when I reboot into Safe Mode with networking
enabled. I can surf for 3-5 minutes again before the ability stops.
Also, I have stopped all startup processes (via Mike Lin's Control Panel
Statrtup utility). No change - surfing still stops after 3-5 minutes.
Anyone - any ideas?????

Hi,
The fact that both browsers are affected makes me suspect that a security
program is the cause. If you have Automatic Updates enabled (Windows / IE)
recent updates may have caused a conflict with a third-party program.
I would uninstall all Norton products then run the removal tool from

Turn on the Windows Firewall so that you will have *some* protection.
If the problem goes away, reinstall one Norton product at a time. See if the
problem returns

Test:
1. After making certain you have a copy of your Product Key, uninstall all
Norton software (including LiveUpdate) via Add/Remove Programs.
2. Enable the Windows Firewall.
NB: You're "working without a net" now: Don't to ANYTHING else online (e.g.,
browsing; reading email; chatting) except #XX below until your anti-virus
application has been installed and fully updated!
3. Run this removal tool:

4. Reboot and /immediately/ install Avira AntiVir* (free), or the 30-day
free trial version of, e.g., NOD32**, KAV7***
5. Manually update your new anti-virus application then run a full system
scan.
Do your problems persist now?
[Don't forget to subscribe to your new AV app or uninstall it then reinstall
the Norton application before any free-trial period expires! Should you
decide to reinstall the Norton application, I recommend not installing any
Norton Add-ons for a while.]

Thank you both!
I uninstalled both Symantec products (Antivirus and Client Firewall) and
rebooted. No change in the problem. (These products are available for IBM
employees (me) for home machines at no cost.)
I then ran a utility provided to me by IBM (nonav.exe). It removes all
instances of the two products. No change in the problem.
I then removed Norton Ghost 12.0 and rebooted. No change in the problems.
I then ran the "Norton_Removal_Tool.exe" and the problem went away even
before I rebooted. I then rebooted anyway and have been running for a couple
of hours with no problems.
I currently have the Windows firewall engaged.
I'll now re-add the products one by one to see if the problem returns.
