Last time I ran chkdsk it found the ieframe.dll to be corrupt. Since then I
have been having problems running IE7, it just doesn't start. I replaced
ieframe.dll with 2 version I found online, but with no much luck. How do I
fix this problem?

Chkdsk does not check to see whether libraries are corrupt. It's role is
to check whether your hard disk has logical or physical errors.
Something else told you that ieframe.dll is corrupt. (Who knows if
that's even true.)
You should never replace Windows system files with things you download
from the internet - you don't whether those files are legitimate,
corrupt themselves or infected. You can always extract a copy of a
system file from your Windows installation media.
If you describe your problem with IE 7 in detail, including what version
of Windows you have and how you obtained IE 7, we might be able to help.
Generally, problems with IE 7 (and Firefox) are caused by installing
incompatible add-ons.
