IE displays "Cannot open page offline"

When I open IE, it will not open homepage. Message says "Cannot open page
offline", but I am online and I can type in an address or a search item and
get search results or open web sites. If I try to go to home page, I get
error message

I am using XP home SP2 and precise message is "Page unavailable Offline" I
have IE v6.0. Tried to upgrade but downloaded files ran and did not upgrade
my version

When this happens, open IE File dropdown menu: Is "Work offline" checked?

How do you connect (e.g., dial-up; DSL; cable) and who is your ISP?  Do you
use more than one (1) ISP (e.g., a dial-up ISP and a cable ISP)?

Have you installed any ISP-supplied software, and does it include an
"accelerator"?

To the best of your knowledge, is the machine fully patched at Windows
Update?  Is Automatic Updates enabled?
