It certainly helped me - thanks. The other posts on this topic about
anti-virus/adware/... causing the problem turned out to not apply to my system.
Anyone who has this problem and the "fix/configure anti-... software"
advice doesn't work, this may also be the solution for you.
[In short, the fix is to run this script, after naming it as something
like skiprunonce.reg:]
