I wish that the Microsoft IE Browser Design Team, would take a look
at the add to favorites function of the browser.
It appears to have a corrupt or dysfunctional operation.
Example i.e. When you click on the add to favorites buttom, the browser
takes about 10 minutes to open the, save to favorites dialog box, and then
shows all
of the favorites folders and subfolders expanded with a scroll bar.
Additionally, there are no plus + boxes to unexpanded the folders.
maybe this is why the dialog box is taking so long to open, because it is
searching all of the favorites folders and subfolders and expanding all of
them at once.
If you right click on the internet explorer icon on your desktop, it will
bring you to the Internet Properties dialog box with the tabs, General,
Security, Privacy, Content, Connections, Programs, and Advanced.
If you click on the Advanced Tab it will bring you to the settings of the IE
browser.
Under the heading of Browsing there is a check box : Close unused folders in
History and Favorites*.
The asterick* meaning: Takes effect after you restart Internet Explorer.
Well, this function is nothing but smoke and mirrors, because it does
absolutely nothing!
This has been an on going problem with Microsoft's Internet Browser 7
version,
when it was designed and offered on the Microsoft Windows Update Site,
Since day one between six months and a year ago.
Microsoft's IE Browser Design Team, has yet to fix the problem.
I have tried many solutions to fix the problem, i.e. different settings with
the Internet Properties dialog box, using the Internet Explorer's Menu, and
uninstalling,
and reinstalling Internet Explorer 7.
I have come to the conclusion that the problem is buggy software code in the
Internet Explorer 7 or poor design in software code.
Meaning the Microsoft's Design Team left the software code out for expanding
and unexpanding the Favorites Folder.
This has made the Internet Explorer all but dysfunctional.
People surf the internet for two reasons, to research information and to
store the
hyperlinks of web pages visited.
Microsoft, has left out the second part, that is being able to store web
page links
in your Favorites Folders effectively.
My solution is this, uninstall Internet Explore 7 and use a thrid party
Internet Browser, until Microsoft fixes the problem.
Try an Open Source Community Browser like, Firefox, Safarhi, Opera, or
SeaMonkey.
Firefox, is Super Hyper Lighting Fast, about 100 times faster in opening
websites
than Internet Explorer 7.
It has Thousands of Free Brower Add-Ons, Extensions, Themes, and Plug-Ins.

Since you say you've uninstalled & reinstalled IE7, I assume you're running
WinXP SP2 or SP3.
I am, too, and have not seen ANY of that behavior since I installed IE7 Beta
1 Preview several years ago.
Such behavior is usually due to one of three things:
1. Incompatible Add-ons;
2. Incomatible security applications; and/or
3. A "horked" install (and reinstall) of IE7.

You won't like IE8 then because the same behaivor(Expanded Folder tree in
Add to Favorites) exists in IE8 Beta as well.
