My IE 7 home page is set to blank, yet every time I bring it up, IE is
trying to connect to something initially (as it is displaying the
"Connecting ..." string under the address field) and for several seconds
I cannot really enter any address into it. What is it trying to connect
to and is there a way to prevent it?
This is happening in both XP and Vista.

WYSIWYG as all of your enabled Add-ons have to load, too.
See if you see the same behavior when starting IE7 in No Add-ons mode.

Same behavior but last shorter than with the add-ons.

How many drives do you have and are any of them networked?
If so, try detaching them. Having defined but inaccessible
drives would be the biggest factor in the delay. Use ProcMon
to see where else delays may be coming from.

I have 3 SCSI drives but none networked. It just occured to me that the
delay is perhaps caused because at start-up the browser is checking the
Web addresses in its cache (history) and possibly doing some
housekeeping there. Is this possible?

Out of interest, how many VPN and dial up connections do you have in you
network connections?
I work in a support company and we've worked out that it takes up to 13
seconds to launch IE7 if we have our usual 50+ VPN connections configured but
if we remove them it starts instantly.
