Whenever I try to get a file that is larger than 15.9-megs. - it comes up
with this message.  "A system call that should never fail has failed."  What
could cause this problem? I only have the problem on the Download.com Web
Site and if the file is larger than 15.8-megs. The file that I am trying to
download is about 18.27-megs. When I see it reach 15.9-megs it then stops and
gives me that message that I have written here. What could cause this to
happen? I am running on Windows XP - the 32-bit version. I have all of the
latest updates and have also re-installed my IE7 in hopes of correcting this
problem. But nothing seems to be working.

My guess would be a resource shortage that a program has no explicit
error handling or recovery for.   Try using  ProcMon  (or a debugger)
to get more information.
