Nevertheless, that's the most likely source for your symptom.
E.g. if the security settings are at default level IE will ignore the file extension
and open or download depending on the Content-type header of the file being
downloaded. You would have to use an HTTP tracer (such as Fiddler2)
or a packet sniffer and protocol analyser (such as netcap and Ethereal)
to see if this was the case.

Robert,
I appreciate your response but I don't quite understand what you are trying
to convey.
If I was not clear, I have two machines running XP SP3 with IE 7. Security
settings on both machines are identical, however, one is handling the
downloaded file the way it is expected and automatically opening it within
the IE active session and the other IE session is not. One thing I did not
mention in my original post was that for a brief moment, I am getting the
information bar asking for action on a file that needs to be downloaded.
Before I even get the chance to do anything the information bar disappears
and I get the error on the page "...application may not open automatically
because of Internet Explorer 7 security settings".
