IE7 doesn't load in new windows/tabs

Since a recent update which I installed yesterday, I believe, IE7 does not
load anything anymore in new Tabs or new Windows.

The behavior is as follows, e.g.
1) open www.live.com
2) right click on the "images"-links and click "open in new tab" or "open in
new window"
The new tab/window will appear, the URL displayed in address bar the new
tab/window is correct, but the page does not load. If I explicitly confirm
the URL by pressing return in the address bar, the page loads.

If a new window is opened via JavaScript the address bar displays not the
correct URL, but the last URL I typed in. So to actually post in this
newsgroup I had to download a different browser, because the form for new
posts opens in a new window.

My OS is 32bit Vista Home, I already did reset all setting of the internet
explorer in options->advanced, disabled Norton Internet Security and so
forth, but all with no success.
What can I do to fix this problem?

Thanks for the response, what I did so far and what I found out:

It is Vista SP1 and the latest Updates were KB950124 and KB950125 after
installing SP1.

As described, IE7 does not freeze, it just does not load content in any new
popups, tabs or windows. If the correct URL is visible, then I can confirm
the URL by pressing return in the address bar and the page will load without
any problems.

- I did disable all plugins in IE7 (I did not know, that you can start it
without any plugins).
- I did reset IE7 by going to Options > Advanced > Reset
- I uninstalled Norton Internet Security
- Disabled the IE7 Popup Blocker

Nothing of this helps.

It does not fit exactly as IE7 does not freeze and the solution does not
work either as I already disabled all plugins. But one thing mentioned in the
forum works:
If I start IE7 with Administrator privileges (right click "Run as
Administrator") everything works perfectly.

This is of course not a good solution, but maybe it gives hints to the cause
of the problem.

Was it NIS 2008 or an earlier version?

Did you also uninstall LiveUpdate and any Norton Add-ons, then download/run
the Norton Removal Tool, and reboot?

What anti-virus application have you installed to replace Norton AntiVirs?
Is the Windows Firewall enabled now?

Had you experienced this behavior before KB950124 and KB950125 were
installed?

=> If not, does uninstalling KB950124 and/or KB950125 resolve the behavior?

=> If yes, did you experience this behavior after installing Vista SP1?  Did
you install Vista SP1 via Windows Update or manually?  Were all Norton
components running in the background when Vista SP1 was installed?

It was NIS 2007.

No, I did just a plain uninstall.

None yet, I just wanted to see if Norton was the culprit and I tried it with
the Windows Firewall enabled/disabled, no change.

I am not sure if it happened directly after the install of the two updates,
but I already uninstalled both and it did not change anything.

Not directly, Vista was installed beginning of the week, so a couple of days
earlier, and I am sure, that everything continued working correctly after the
SP1 reboot. Norton was running in the background as the install of SP1 was
running.

I am running out of ideas, I wiped anything I could think of, that could
affect IE, of my disc and did reset it and so forth and the only thing that
makes it work as before is, if I start it as Administrator.

Also, probably something completly unrelated (but who knows), which is very
annoying. I cannot disable the window animations for minimizing/maximizing.
When I disable it, it works for a while and without a reboot or anything - I
have not figured ot the exact moment - the animations are enabled again.
Somehow I get the feeling Vista is slowly falling apart...

Until you do so, you cannot rule out NIS as the cause of the problem.

I strongly recommend that you get another AV app installed ASAP.  NEVER
connect the machine to the internet without a firewall being enabled!

Wait, Vista was installed or Vista *SP1* was installed earlier this week?

It was not a wise idea, IMHO, to have had any Norton components running in
the background whilst installing Vista SP1 or any other Service Packs for
any Windows version.

I can try the complete Norton Removal once, but as there were no updates to
Norton before this new IE behavior appeared I hardly believe it has anything
to do with it.

The OS was originally Vista Home of course, SP1 was released to the
automatic update at the 23rd as you might know. I would have disabled anti
virus software during the SP1 installation if it was required, but the
installtion did not demand it.

Well, I give Vista a couple of more chances, if I cannot fix this, it has to
go...
