Since XP SP3, IE Menus Don't pulldown Properly

Odd problem; since installing the XP SP3 and follow-ups, when I have multiple
IE sessions running, if I background one and return to it, the Favorites,
Recent websites, File, Edit, View etc pulldown menus won't stay open. I click
on a menu, and it flashes open and closed. Occasionally if I hit the Back
button to a previous page on the session, it'll restore fucntionality, but
mostly this problem will persist in the session and I have to close.
