security setting not working in IE7

when i moved the slider under security tab to max for internet zone and tried
to download the eicar file from their site, I window appeared informing me
that my security setting prevents downloading, that was great to hear.

But on checking cache 9temporary internet files eicar.com and all the other
files for which this message appeared were present in tempoary folder

It means that IE7 downloads and executes scripts irrespective of your
security setting under security tab

it is not something which a user expects software to perform i.e giving you
false message while doing something else

Every webpage leaves files in the temporary internet files. Otherwise you
couldn't watch a webpage on your PC.
But if the security settings for the internet zone are high, like the
settings for the restricted sites, then scripting and ActiveX won't work.
Also you can't download files to your desktop for example, but that doesn't
mean that files can't reach the temporary internet files.

If you want to block a website completely, then you can use the HOSTS file.
