POSTED data shows different encoding

Hello,
 We are experiancing a problem when POSTing data to a server from a Machine
which is native Japanese with MUI compared to a native Engish with MUI. If
the data has Japanese data within a Value there is a difference with what is
streamed to the server. See example

Native Japanese: TD+Japan+NA%E3%83%81%E3%81E%E3%83%83%AOD

Native English: TD+Japan+NA%E3%83%81%E3%83%BC%E3%83%AOD

Any ideas ?

Hello Timothy,

If this issue is related to Japanese version of software, I suggest you
contact Microsoft customer support service (CSS) on it. You have 2-4 free
support incidents together with MSDN subscription.

When contacting CSS, please provide detailed reproduce steps so that the
resolution process can be expediated. If the issue is confirmed as product
issue, the support incident is free.
