Lock the Start Page in Internet Explorer for Windows 98

Can anyone tell me what the registry entry is to lock the Start (Home) Page
in Internet Explorer with Windows 98.
I have found the solution for Win 2000 but not for Windows 98.

It's the same for Win2K and Win98.
