My neighbor is using Outlook Express 5.00.2615.200.
I sat with her this afternoon with a slow dialup, to download 110 messages.
She says she gets doubles, and each time she goes to get mail, it starts
with last July mail.
With my past experience, the INBOX often had problems, and I remember when
we could just delete the INBOX FOLDER and it would be rebuilt upon a
relaunch - and the problem will be fixed..
I doublechecked with HELP, and it says I cannot delete the INBOX folder.
Is there another option?

You actually CAN delete the Inbox folder. Just move everything out of it
that you want to keep first, then close OE and delete inbox.dbx and a new
one will be created when you launch OE again. Another possibility is that
the pop3uidl.dbx file has become corrupted. You can find that file in the
same folder as your message store. Delete that, then open OE and see if the
messages stop downloading.

Pop3uidl.dbx file may be damaged which would be why she's seeing multiples.
Deleting the Inbox will not "rebuild" it. Deleting the Inbox.dbx file will
remove all message currently there.
If you feel you have to delete the Inbox.dbx file, be sure to move any
messages she needs/wants to keep to another folder. Create one such as Old
Mail and move them into it.
You can find the location of the message stores (dbx files) in Tools |
Options | Maintenance tab and press the Store Folders button. Note the
location of these files.
The message stores (dbx files) are normally hidden. Make them visible first.
Open Windows Explorer
Tools | Folder Options | Views tab
Select "Show all files"
Uncheck "Hide file extensions for known file types"
Click Apply then OK
Now the DBX file will be visible.
Close OE.
Now delete the Pop3uidl.dbx file and then check the mail again.
If you think you need to delete the Inbox.dbx file (which I don't think is
the problem), you can delete it here as well.
