is there subtle difference between outlook and outlook express email setup

the setup panels for email in outlook and outlook express seem identical
but is there some sublt difference that would explain why outlook express
works ok
and outlook only sends email, it won't receive, for the exact same mail
server??
i ask because i have cable that just switched from att to comcast. under att
both
outlook and oe worked, now oe works but outlook email with the exact same
account setup as oe, will only send email, it doesn't want to receive. there
is no error
msg, when attempting to receive all i get is screen flash, like its going to
the receiving display
but thats it, with nothing to receive it does nothing

ok, fixed it, what i did was completely remove the email setup in outlook,
and re-enter
it as a new email connection, close down outlook, reboot computer and it
worked, but who
knows why
i don't know if that would be considered a bug or just the ms way of doing
things
