Can't access Internet Explorer

My internet explorer will not work.  I get an error
message that says that internet explorer has encountered
a problem and needs to close.  No response when I have
error message sent to Microsoft.  When I try to download
internet explorer 6 from the microsoft site it says that
I have a later version installed on my computer and it
cannot proceed with a download.  How do I fix this
problem?
