new links in separate windows will not appear

When I click on a link that opens a separate window, the
window will pull up but it will be blank and not have an
address in the address bar.  This is ok for annoying pop-
ups, but frustrating for legitimate windows I am trying
to open.  As far as I know there are no pop-up blockers
on this computer, but there could have been something
inadvertently loaded along with some other program.  I am
sure there has to be a setting that is not right
somewhere.  Anyone have any ideas?

Hi Joe,

There are several possible causes of your problem.  Please check out the
