Is their a way to make internet explorer my shell and get ride of all of the
tool bars, start menu, and task bar? I would like to make IE full screen
that is make the top buttons eg the minimize, maximize, and the close
buttons removed. I am also trying to stop people from using alt+f4 key to
kill IE. It would also be nice to have IE reopen if it dies.

Please help I have been Googleing for 5 hours

You can start IE in kiosk mode:
