LAN is working but unable to surf the web and can't login to Route

Hi, I really need some help.
I deleted some adware program and edit my registry in the last few days,
now I can't surf the web or log in to my router. I can access other
computers on my LAN, I can ping my ISP DNS server, other computers on my LAN
is able to surf and access the web. When I try to login to my router using my
IE5.0, it gives me a error msg "Internet Explorer unable to start serach
page". I have try to recover my Windows 98 by reinstalling it over the
existing Windows. But It still dosen't work.

This utility should be used if, after removing spyware/malware, you are no
longer able to connect to the internet.

If LSPFix doesn't help, winsockxpfix might (Windows XP only):
http://www.spychecker.com/program/winsockxpfix.html

**Note, if you are using XP SP2 the following command, run from start/run,
may get your computer going again - it will reset the winsock catalogue:
netsh winsock reset
