Cannot download files in IE

Hi! I am using Internet Explorer 5.0 with Windows 95 OSR 2. I have recently
been experiencing the following problem:

o When I right click on a file and click on Save Target As..., it works find
for the first time. However, when I click on any hyperlink, and click on Save
Target As... the browser will bring up the "Gathering File Information"
dialog. Then it will dissappear.

o I have to restart the browser to regain right click/save target as
functionality.

o I can click on a hyperlink and just "Open the file from its current
location, but I don't like that method. I would much rather just permanently
save files to the hard drive.
