Why does IE popup sometimes reuse an existing window?

There appears to be an issue in IE 6.0:
When a web site opens a new window (such as the "New Question" window for
this web based news reader), it may reuse an existing window, especially a
window that is used to listen to online radio or webcasts.

Steps to reproduce:
1) Go to a web based radio station, and start listening to a stream (must be
a page with an embedded radio player, such as http://www.pandora.com)
2) minimize the IE window that is playing the music
3) Open a new IE and got o a web site that will popup a new window (suh as
this news reader, go to
http://msdn.microsoft.com/newsgroups/default.aspx?&dg=microsoft.public.windows.i
netexplorer.ie5.browser&cat=en-us-msdn-webdev-ie50

and click on 'New Question' which - you may have to login to MSDN now - will
eventually open a popup window where you type your newspost question)

This is highly frustrating, as it prevents listening to online music while
browsing the web.

Could this be an effect of the window 'name' being the same for the new
popup, as for the existing radio playing window?

Any help or suggested workarounds appreciated,
