Disabling IE 5.0 in Windows 2000

Hi anyone who can help!

I am trying to disable internet explorer for certain accounts on a shared
computer terminal at work, whilst leaving outlook express functioning.  Can
anyone recommend a good way to do this for the version and O/S?

One way I thought of is to remove connections in IE and then disable the
tools-->Options pane.  I know this can be done by editing the registry but
all advice I found on the internet points towards this key:  

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\

Which I don't have.  I have the subtree upto

[HKEY_CURRENT_USER\Software\Policies\Microsoft\

But no specific policy for IE?  Can anyone tell me why? (I have service pack
4 installed, version 5.00.2195).  Also this would not really be the best fix
becaause they anyone who is computer literate could then go into the
registry, re-enable internet options and setup their own connection!  Is
their anyway to lock the registry for these accounts?  

I would be extremely grateful if anyone could answer this question or
suggest a suitable alternative.

This may be little help as I have no experience with prohibiting users
from using IE but...
The key is not there because you haven't created it. It is not there
by default.
