Cannot Open Page at Secure Sites

I cannot access any secured sites, including my bank
account. I have Windows 98 and use Explorer as browser.  I
used to be able to access these secure sites with no
problems.
Please give me some ideas to work with.  Is this a virus?

Hi Ralph

If you havent fixed it yet, go into Help then into About
and if your Cipher Strength: is set to 0-bit then
installing the IE 6 upgrade should fix the problem.
