Windows Socket Error

The error was popping up just right after viewing WinRar file, then my
browser seemed not connecting to the internet, but it 's fine after
restarting windows!! does anyone know how I can fix it if it happens again??

A picture may be unnecessary as text would have sufficed in this case.
You might look at a few of these, though upgrading IE5 may also be
worth considering.
