All my Favorites web items have a Netscape icon in front,
and when I try to link to a web site it trys to print a
page instead of going to the web site.  It looks like a
global setting that I may have done by mistake.  My pull
down list still has the "e" icon on all those web site
items and they work fine.  Is there a global setting I can
do to reinstate the Favorites list with IE browser links?

Thanks in advance.

First, make sure IE is set as your default browser - in IE, go to Tools...Internet Options, Programs tab, check the box at the bottom, click Apply, click Okay.  Exit all instances of IE.  Restart IE and answer "yes" to any pop-up dialog box.

If no joy, your Favorites folder may be corrupted.  See this site on how to make a new one:

Don't forget to export your favorites using File...Import/Export before doing so, to save your Favorites.
