Gow Slow and pause - IE 6 and Internet Tools

When I connect to the internet via dialup 56k modem, my
connection is not consistant. Page downloads sometimes
works ok but more often than not, they pause - sometimes
for up to two minutes and then suddenly start again. This
goes on repeatedly and makes surfing and obtaining email
(Outlook) very frustrating. I have swapped modems but
problem persists. I have had my line tested and it is fine.
I have now installed Netscape 7 and it operates fine so IE
must be the problem. My OS is Win98SE. What is the problem
here ? Any ideas ?
