canI get 128 bit encription for internet explorer and

You can upgrade to an IE version which includes 128-bit encryption:
http://browsers.evolt.org/?ie/32bit.

Only IE6-SP1 is available from (and supported by) Microsoft and it should
not be installed in Win95.
