Access denied in Internet Explorer

I have a machine located within my office running win98se,
It is connected to and ADSL modem and all
communications/browsing is fine.
I have the machine connected to a small 5 port hub, and
have its hard disks shared so that another 3 machines can
connect to it and share files etc.

I am also running a small software proxy server for
internet access on the other 3 machines.

I can ping the main machine with the ADSL connection no
problems, likewise I can ping the other 3 machines from
this single machine no problems, however when I trie to
access the internet via the proxy running on the main
machine, I get the following error "Error 403 access
denied by the access control list"
I have triple checked my settings on the 3 other machines
and they are all setup correctly, ie, settings,
connection. Automatically detect settings is unchecked,
the LAN button is pressed and the IP address and the port
6588 is entered, so it seems all is ok. However I still
cant access the net.

Please can someone help/
