OE6 Message rules

(Submitted this 3 hours ago but not appeared on newsgroup! Here is a repeat)
I am running XP + OE v6 . I am trying to get Message rules to act as I think
it should. One of the rules is Do Not download from server and another
Delete from the Server. How can these work if, as it says, 'Apply this rule
after the message is received' and there does not appear to be any getting
out of this. You have to download the message to apply the rule not to
download it! Am I missing something. I am sure it used to work on earlier
versions

Those actions can be used if you are checking headers, but not if you're
checking the message body.

Yes I see the problem. The delete from server must come first or they don't
work. Help in Outlook in as ever pretty hopeless :-((
