trouble sending messages

I have a user on Win98se using Outlook Express6.0 ( I know, this is a
5.5 forum - can't find a 6.0 forum ).  He is having a problem where he
says every now and then, his messages will not send, and they go
directly to Outbox. They stay there until he closes Outlook, and then
Outlook sends them ( when it closes ). I am having difficulty
reproducing the problem.  I have had other users with a similar problem,
but upgrading them from 5 to 6.0 seemed to fix it. Any help appreciated.

But as long as you're here:
Messages ALWAYS go to the Outbox before they're sent.  Even if the option to
send immediately is selected, there are conditions under which it won't
happen.  A temporary glitch in contacting the SMTP server will cause the
message to wait in the Outbox until the next scheduled or manual send
operation.  If the message goes to the Outbox while a scheduled Send and
Receive is in process, it will stay there until the next scheduled or manual
Send operation.
