HELP: MSOE.DLL cannot be loaded

Outlook Express does not open because "MSOE.DLL cannot be
loaded".  I am able to locate MSOE.DLL in the in the
Outlook Express folder and it is also there in my
system directory.

Can anyone tell me how to rectify this problem and what to
do to load the file?

Usually that means one or more of the dbx files in your message store folder
is corrupted.  See this link for some help on fixing the problem:
