msoe error

Hello, I have windows me and not sure which outlook
express but it tells me the msoe will not load and i can
not open thru RR internet...can someone help? Is there
something to fix w/o uninstalling and reinstalling. thanks

OE could not be started because MSOE.DLL could not be initialized
