Connect dialog box comes up at start-up

Well, it does! Whenever Win 98 is booted up, this connect-
to-the-Internet dialog box comes up and, when
the 'cancel' button is clicked, it comes back and this
happens a random number of times...

Norton is present but not trying to get LiveUpdates. I
have looked all over the properties of modem, internet
and OE and nothing looks obvious...

What could be causing this?

Have a look in Internet Explorer>tools>internet options>connections and
make sure you have a check in "never dial a connection".
