cannot log on to a webpage

hi,
something has happened that is really frustrated me.
i am unable to log on to a web page.paypal.com.it
sometimes comes up ,but never lets me log-in.it comes up
with the unavailable page....????????
please help I  have tried to change and look in my
internet settings/options etc,but to no prevail.
i know the web page is not down as my friends have been
on it and it has been a couple of days now.
why is it doing this?
please please help

Pop up blockers installed?  That's the most common reason.  Firewall
settings can also be a cause.

Not having Java installed is another.  Go here for a download of Java:
http://java.sun.com/getjava/download.html
