Outlook Express automatically starts Internet Explorer upon startup

Since Comcast took over my ATT email service, every time I
open Outlook Express, it automatically starts up Internet
Explorer. How do I stop it from launching IE
automatically?

That's not a feature of Outlook Express.

The most OE could do is automatically dial (look at Tools, Accounts, Mail, Properties,
Connections for each mail and news account).

If IE automatically starts when the dialing occurs, then Comcast has installed some
software of their own to do that. Check with them.
