Open Control Panel, click Add/Remove Programs, scroll to Microsoft Internet
Explorer and click Remove. A popup menu should appear with options, one of
which should be to Add A Component, select Outlook Express from the choice
and OK your way out.
Please make sure you disable your antivirus program before doing so to
prevent corrupting the install.

Jim, doesn't the Add/Remove Programs applet (Windows Setup tab) have a check
box to install OE if it has never been installed on 98SE? I believe that if
it has been installed, then this box is hidden in which case perhaps "Need a
copy of..." could check the default location for OE (C:\Program
Files\Outlook Express) on the assumption that it is installed and only the
shortcuts are missing?

OE is a component of IE so the method outlined "should" work for the user.
We'll see if he posts back with any problems.
