That error is shorthand for:
0x800CCC0B BUSY Server or maildrop is busy.
You might try making sure that your antivirus program is not scanning
incoming/outgoing mail as that often causes timeouts and connection problems
with many ISPs. But it could be as simple as the fact that the ISP may be
overloaded and you will just have to try again later.

That can also mean that you have the SMTP server name wrong, or don't
have permission to access the server.
Is the problem with your PC at work? Or are you trying to access the
server from home or on the road?
In either case, the -place to start is with your company mail
administrator. They can tell you if your settings are correct or if you
need to do anything special when accessing from outside the company.
