Cannot DL Exe files with IE

Ok I have searched these newsgroups for hours and have found hundreds
of posts with the same resolution.

Netscape Plugins do not work after upgrading IE
Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

Dont tell me to download new drivers and dont tell me it has anything
to do with upgrading IE
Dont tell me to download anything in fact, as the topic states, I am
unable to unless its a .zip file.
I have tried to delete the index.dat file in my cookies folder. None of
these "solutions" have worked but they are all I can find when
searching.

You found my normal resolution but you give no mention of what you see
or what you have done.
Did you have the key mentioned?
If so, did you delete it?

If you have even the parent key, try removing that.

Explorer\Plugins\Extension
