Are these folders subordinate to Temporary Internet Files\Content.IE5?  If
so, they are indeed system folders, created by IE.  You can delete them,
but IE will create new ones the next time is runs.  The names will vary,
but they all have the same pattern.

If you are seeing these files in your Temporary Internet Files folder...

What you are seeing is the "cache" for IE.  It's where IE stores all of the web pages you have visited in their separate components.  The TIF is divided into separate folders for faster access, and as they reach a certain size, more individual folders are created.  They have cryptic names for security reasons.  Viewing them in Windows Explorer will make it look like each folder has the same contents, but it is not so, due to the way Windows Explorer presents those files to you.
