I.E. Not Resolving IP Addresses or URL's

Through the "cmd" interface DOS prompt I am able to ping
my NIC's statically assigned IP address received from my
ISP.  I can also ping my default router and the two (2)
DNS servers that are on two (2) different subnets on my
ISP's public network.  I can also ping public Internet IP
addresses.  However, whenever I try to access a URL or
website IP address, I receive the message "The page cannot
be displayed" or "The server cannot be reached."  I've
already tried uninstalling and re-installing the TCP/IP
protocol as well as using a different NIC.  I also tried
using a different IP address.  Finally, I tried using a
totally different PC and assigned it the same NIC and IP
address I was using before.  Everything worked fine.  I
then put everything back on the other PC and I received
the same problem.  All the virus software has been
disabled and no firewall exists.  

Does anyone know what the problem could be?  It's
definitely not a network issue.

This article doesn't fix this problem.  I've tried
everything on it.  I'm sure you are looking at this
error:
res://C:\\Windows\system\shdoclc.dll/dnserror.htm#http:
(your internet provider)

I've had this for a couple of weeks and NOTHING fixes
it.  I am going to re-install my OS this weekend.  I
think it's a virus from a website and once you have it,
you can't get to the Internet to obtain any updated virus
files to fix it.  

Following this newsgroup, I'v seen this error in about 7
posts and the only solution from MS has been to offer
this article 241344.  I've re-installed my network
components, repaired IE, de-installed/removed AOL&AIM.
Cleared and cleaned my HOSTS file. etc etc etc - all
without success.  If anyone can come up with something
new - please share it!

Thanks for the feedback.  Let me know how you do.  I'm
trying everything on this article right now, but am having
a problem replacing the current winsock.dll files because
they're write protected while Windows is running.  Do you
how to boot to DOS using Win2K?

Hello Mike,

The reason the article is used is that it does resolve the issue in most
cases. It contains good general troubleshooting steps that can help narrow
down where the problem lies.

Questions:

1) How do you connect to the Internet?
2) Do you have any firewall or proxy software running?
3) Are you running Internet Connection Sharing and if so, is this the Host
or Client machine?
4) Can you ping a web site by name?
5) Can you ping a web site by IP address?
6) If you can ping a web site by IP Address, can you get to the web site in
Internet Explorer by using http://IP_address ?

Mike,

Thank you for the info.  I actually stumbled onto this
article and am trying everything on it.  One question
though; it says to update the certain winsock.dll files.  
How am I supposed to replace this files if Windows is
currently using them.  I don't know how to boot to DOS
using Win2K.  Would you happen to know?
