Picture won't behave

I have a picture of an American flag that I want to use in my email.  In
Outlook 2000 it would stay at the top of the page and the message would
begin underneath.  Now I am using Outlook 2003 and if I select it the flag
is tiled all the way down the message and the message goes over the whole
thing.  It is very hard to read  that way.  I tried to "create" a new one
but
the message would begin above the picture and push it down as text is added.
How can I make it appear at the top of the message without a border on the
top and have the message begin below it?
