I can't really help in detail but if some of the clients use OE I think it's
possibly risky, even if you can get it to work. Several users have asked
about using common message files and you can actually set the location of
the message stores to a network folder, however I've been told that if the
network is ever down OE gets really upset and results are unpredictable, for
example if it cannot find the DBX files it may create new empty ones and
then you'll have stuff to fix. Now I know the .wab is not a message file,
but it seems that OE was designed without any options for common storage and
I'm guessing that your inexperienced users will quickly find a way to get
into trouble.
I see no reason why you couldn't have a central .wab file and have OE users
"Import" from that (thus preserving any personal addresses they need) but
again the .wab import function is not great and I've seen it create a whole
book full of duplicates.
I don't know if these will be useful.

Look for the paragraph called "Contacts" in this one

So it looks very much like nobody has a reliable system for OE...

Unfortunately, you cannot without some major changes to the way Outlook
Express works. The address book is keyed to specific identities and only
those contacts associated with that identity are visible while viewing the
address book. See this link for more info about using the Windows Address
Book:
