Please will some kind soul remind me how to eliminate this restriction when I try to access Tools | Internet Options in IE6/XP Home.

This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
Another glitch gas also occurred in OE6. If I uncheck Tools | Options | Send | reply to messages in the format that they were sent, OE insists on using HTML instead of plain text.
N.B. I did a complete defrag yesterday but cannot imaging that this would be responsible.

Right click on the NG Server | Properties | Advanced tab | and make sure 'Ignore news sending format and post using:' is not checked.

It might have happened when you changed the posting limit to under 100 kb
