sending error -- anyone up to challenge?

Roxy - 29 Jun 2004 16:46 GMT Some problem cropped up in my OE6. Everytime I try to send an email, the following message pops up: An unknown error has occurred. Account: 'PRSkater', Server: 'mail.adelphia.net', Protocol: SMTP, Server Response: '421 mta9.adelphia.net connection refused from [69.166.76.94]', Port: 25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67
As you all can see, I can send email to Newsgroups, but not via OE Local Folders.

I contacted my provider, Adelphia, and they said that the problem is with OE. They don't provide service for my software and I should contact Microsoft (Yeah, right! at $40 a minute). Using their web-based email setup, I can have access to my email.
The problem is with OE. I can receive email, but I can not send -- it just gets stuck in the outbox folder and everytime I try to send it, a message pops up, for example, this one:
An unknown error has occurred. Account: 'prskater', Server: 'mail.adelphia.net', Protocol: SMTP, Server Response: '421 mta13.adelphia.net connection refused from [69.166.76.94]', Port: 25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67

The "0x800CCC67" is an error code meaning - SMTP_421_NOT_AVAILABLE.
Try creating a new identity, switch to it, then create the Adelphia account in that identity and test it. If it works there, you most likely have a corrupted identity in your earlier identity. FWIW, I can telnet to the mail.adelphia.net server on port 25 w/o problem so I suspect something is wrong in your setup of the account.

I'm at my wits end.
This only began last night (Monday). Until Monday, everything was just fine -- fast speed with my new cable modem, after having been one year with Bellsouth DSL -- which also performed flaulessly.
Do you think that if I try to startup with the last good configuration, W2k will forgive? Thank you Roxy

Is there a check mark in the box "My server requires authentication"? If not, check it and make sure when you click the Settings button that it is set to use your user name and password as you would to sign on to the account. Then test sending it. It should work.

But that suggests you may have a firewall installed that is the cause of the problem. Try disabling any firewall product you have installed and test. Zone Alarm has caused problems for users in the past and may require you to specifically open port 25 to send mail.
Do you also have a version of Outlook installed? Are you certain that Outlook Express is set as your default mail program?

Now, I don't think I ever installed a firewall. I see I downloaded Zone Alarm at one time, but I don't recall ever installing it or see it installed anywhere in my PC. And, yes, OE Ver 6 is the default mail program. I don't know if I mentioned it, but I have a cable modem, connected to an SMC Barricade router, which functioned pretty well ...until last night.

You should be able to review your router settings using Internet Explorer although you will have to check the default address and password to access its settings in the manuals you got with it. Then make sure that port 25 is open bi directionally.
If Zone Alarm was installed, it should appear under Start/All Programs and also check in Control Panel, Add/Remove Programs that it is not installed (or is available to be uninstalled). Beyond that, try connecting directly from your internet cable hookup to your cable modem, then directly to your computer to check that the router is not part of the problem.

What do you make of that alias name that is showing in his error message?
My DNS (via nslookup) doesn't know anything about it. I even tried substituting one of the nameservers for that canonical name as the DNS server (via nslookup's server command) and it didn't know anything about the alias either (or refused to tell me.)
I'm wondering if this is just a new way of warning of a suspected relaying condition. E.g. perhaps his server wants the From: address to be a valid local E-mail address.
My suggestion would be for him to try sending a message to himself, being sure to identify both receiver and sender with valid local E-mail addresses.
Of course he could also try extending the telnet idea and try emulating what OE is doing with it. Unfortunately, I don't think that OE's troubleshooting log gives a clear enough picture of that so he would need to do a packet trace to see exactly what to send.
As usual the poster has given no clue about his OS so I can offer no more precise suggestions about other diagnostics to use.

Contact them and insist they "escalate" your complaint to a level of technical help that hopefully will be better than the telephone answering, script reading type you've gotten already. You're paying for a service and not getting it and that should allow a minimum level of service from Adelphia. Insist on getting it. Good luck.

Adelphia made a backup call today to see whether the problem had been solved and when I said no, they had one of their techs call and he stayed with me around one hour until the problem suddenly vanished.
The final solution was to shut down the PC, the modem and the router and in sequence power up the modem, after it was working properly (all the lights were on and flickering) I powered up the router so it would reconfigure itself, then I turned on the PC. As if by magic everything was fine and dandy.
I had gone through those steps but not in that order.
