OE won't run after XP and SP2 installed

After installing XP Home upgrade from ME and XP sp2, I
tried bringing up OE and it asked for the MS Office 2000
SP1 CDROM.  Since I don't have any Office products on my
PC, I don't have the SP1 CD.  I can't install the SP1 or 2
or 3 from the site because it says I don't have any Office
products.  Catch 22.
I tried uninstalling OE thru the add/remove programs and
it changed the icon on the desktop to Outlook.  I tried
reinstalling OE and it asked for the MS Office 2000 CD.  
I have never had ANY office 2000 products on this machine
from it's birth.

Hi Vann,

This would appear to be a corrupted install of XP Home. There may have been
a file (also) used by Office 2000 present that resulted in a Registry entry
that now expects an install of MS Office 2000/Outlook when that file is
used, but that is only a guess. A Win XP newsgroup would be a good place to
ask your question. Contacting Microsoft support (through their Website)
might be required to help identify the exact cause of the problem.
