When forwarding e-mail, OE freezes, mail remains in the outbox, and at some
point in the future when it finally decides to go out, it sends multiple
copies to recipients. The PC has no viruses and I deleted the outbox.dbx
(for it to be re-created on program launch) thinking it might be corrupt.
For every other send/receive operation, OE works like it's supposed to. Any
help is appreciated. Thx.

Was OE closed when you deleted the Outbox.dbx? Move all your messages out of
Sent Items to a local folder you create and then do the same for that dbx
file.
Tools | Accounts | Mail | Properties | Advanced. Uncheck: "Break apart
messages........".
Turn off e-mail scanning in your anti-virus program. It is a redundant layer
of protection that eats up CPUs, slows down sending and receiving, and
causes a multitude of problems such as time-outs, account setting changes
and has even been responsible for lose of messages. Your up-to-date A/V
program will continue to protect you sufficiently. For more, see:

Note that for some AV programs, it may be necessary to uninstall the program
and reinstall in Custom Mode and opt out of e-mail scanning when the option
arises.
General precautions for Outlook Express:
Do not archive mail in default OE folders. They will eventually become
corrupt. Create your own user defined folders for storing mail and move your
mail to them. Empty Deleted Items folder regularly. Keep user created
folders under 100MB, and Default folders as empty as is feasible.
After you are done, follow up by compacting your folders manually while
working *offline* and do it often.
Click on Outlook Express at the top of the folder tree so no folders are
open. Then: File | Work Offline (or double click Working Online in the
Status Bar). File | Folder | Compact all folders. Don't touch anything until
the compacting is completed.

In Tools | Options | Maintenance: Uncheck Compact messages in background and
leave it unchecked. {N/A if running XP/SP2}.

Yes, OE was closed when I deleted the Outbox.dbx. The PCs not mine, so when
I get a chance to see it again, I'll take a look at your other suggestions,
starting with the Sent Items folder deletion/re-creation. Thx.

After having tried various of methods without improvement, you can
have a try to use special utility to repair your Outlook Express dbx
file. I know one, called Advanced Outlook Express Repair.
Fortunately , It worked rather well for my corrupt Outlook Express dbx
files last time. I think it may be helpful to you. You can download it
